The President's Assertive Prediction on US Oil Investment in Venezuelan Faces Expert Caution.

Market specialists have expressed deep doubt regarding optimistic statements that US large firms will quickly pump vast sums of dollars to revive the country's crumbling energy sector.

The Need for Absolute Protections

Lacking an “iron-clad guarantee” of complete repayment from the American government, analysts expect international firms to proceed with significant hesitation.

“It is too early to speculate on any upcoming plans,” an official stated recently.

The aggressive timeframe of less than 18 months was publicly suggested. Nevertheless, industry projections indicate a different picture.

A Probable Timeline

“Chances are going to take multiple years for any kind of recovery in production,” said an chief investment officer.

He suggested oil companies would likely spend:

  • Year one: Sorting through new regulatory frameworks.
  • Year two: Beginning rebuilding of infrastructure.
  • Year three: Being able to significantly ramp up output.

This suggests an increase of around half a million bpd maybe by 2029.

Interest vs. Willingness for Risk

There is a critical difference between multinationals’ interest and their willingness to spend heavily.

“In my view their attention is an high score, on a scale of ten. But their willingness is a four or five, because there is a lack of certainty yet.”

Seasoned operators in the region echo this sentiment. The expectation is that firms will publicly express enthusiasm while privately proceeding with extreme caution.

The Vast Investment Required

The required investment would be vast. Independent estimates suggest that increasing production by between half a million and a million bpd would require more than $10 billion in funding over several years.

But, restoring output to peak levels of around 2.5 million bpd could require a monumental $80 billion to $90 billion over six or seven years.

The Outstanding Question of Federal Guarantees

The suggestion of firms being paid back by the government has been often raised. But, formal assurances on any guarantee have so far not been forthcoming.

Without certainty is the key factor for the industry's hesitation. Operators seek protection against sovereign risk and the possibility that a future administration could cancel any promise.

“They must be protected from sovereign risk, that we’ve experienced in Venezuela previously.”

In summary, while political optimism runs high, the operational risks suggest a path of extreme caution for potential large-scale investment in the country's oil sector.
